How to change combat routine Hammerdin Provoke casting?

Currently, the skill Provoke casts whenever it is off cooldown and near monsters.

Can someone help me to make it so that it casts when I have certain amount of Wrath left or something similar?

I found it is often not necessary and wasteful as it eats Zodiac's procs. I prefer these procs go to Akarat's Champion.
