There is a Max Foreground FPS and Max Background FPS, i was wondering what i can put them lowest so it wont make problems with wow and hopefully reduce cpu usage

Maybe it depends on what you use it for. For Gatherbuddy 15fps should be enough, but for questing, dungeons, everything, where your toon has to fight a lot, you may need more fps, but 30 should be enough to bot every situation.

Thats about Foreground fps right? What about background fps?

8 fps? Even while doing lots of fights? Hmm will try it later :-]
That's the lowest you can set it to through the WoW GFX settings.
All of my bots do their thing at 8 fps. Reduce CPU usage, yo.

From my understanding, the human eye detects 26 fps, the bot requires 33 fps to pulse correctly. Meaning you should set both at about 35 fps while in a stess situation such as in Stormwind during peak hours or while in a dungeon with live mobs still in it.

The laptop I bot on is oldschool, on each of the 3 accounts currently running I do not hit anything over 10FPS, they all run fine.

Just adjust your honorbuddy tickrate accordingly, and decrease the size of the windows to cut down the gpu usage.
