How many CD keys to start a new character?

If you get banned, you have the option to buy a new license and start over. Okay, do you need to buy D3 AND RoS keys to do that, or just RoS? Also, would it be dumb to use the same account as before, for fear of being monitored because you were a previous offender? I'm also confused how you would log in. I guess that if you attached a new license to the account it would become unbanned? Is that correct? Again, would it just take a new RoS license to unlock the account, or do you have to buy a new copy of both programs?

Or is it just smarter to buy both programs and start a whole new Bnet account?

I seem to see some people mentioning that it only takes $20 to buy a new RoS license and fire up a new bot. I'm confused by those statements. How would that work? Does that mean they attach two RoS keys to one Bnet account that already has Diablo 3 on it? If so, are they then allowed to log onto two different computers with that Bnet account and run RoS on them simultaneously? Please enlighten me how this works.
 
1) You need both D3 and RoS Keys.
2) No, you won't get unbanned if you attach a new key.
3) You will need a new Bnet account.
 
You dont need a new battle.net account, you can add a new license to your account and it replaces the suspended one with a new one and yes you do lose your characters/gear/achievements etc
 
Thanks for the replies, but one question remains, would I need both a new D3 license AND a new RoS license on my banned account to get unbanned, or just a RoS license?
 
I may never be unbanned, but if I choose to buy another license, how do I go about starting back up? According to Blizzards directions, it seems like you can add a license to your existing account and start over, as described below. This describes "overwriting" your existing account. I just don't know how a person would accomplish it, and whether it requires the purchase a both licenses (D3 and RoS), and whether you would enter the new keys under the "add a new key" area of your account, or what is the method of accomplishing this?

The only way to continue playing Diablo III is to purchase a new license, or to attempt to recover access by appealing account closure. While closure overturns are very unlikely, we advise that customers pursuing an appeal hold off on purchasing a new Diablo III license until the appeal process has completed. If you add a new Diablo III license, a new account will overwrite your old, without any prior Heroes or items from the closed account.
