how many bots can you run so that you are safe?

Zero. Botting is never safe. I think there's a 2 devices 1 IP limit but I haven't seen anything to verify that officially other than word of mouth.
 
so far 1-2 bots are safer but still gets me soft banned from time to time
 
Running one at a time seems to be the safest method
 
Essentially the previous replies have summed it up; botting is never safe. Now "safe" as far as botting goes? I'd limit it to one account per IP. If you have proxies or VPNs etc then you can probably buy as many keys as you want and bot as many accounts as possible.

On the same IP? I personally wouldn't exceed 1-2. You might be able to get away with more if you're extremely safe

I had four devices (playing on my legitimate account with family) on the same IP when I visited them a week ago. Plus there are metro/coffeeshop/campus wifis. I don't think there is a necessary limit to the number of devices on one IP. Still safest to play it safe though :)
