How is "highest iv and cp" working??

Hi everyone,
i set most of the pokemon to keep 1-3 with highest iv and cp.
so now it transfered my Ditto IV 80 CP 314 and replaced it with IV 24 CP 369.
So how does it calc which should be kept? First one was better in my opinion....
