how do you make Wizard spam Energy twister?

the new build with energy twister is hot.
However the bot is using 1 energy twister and wait until its gone and spell it again.

How do i make it to spam it until the resource is finished?

How high GR can you go with this Twister wizard build?

Haven't done solo but with decent gear in a group of 4 , Monk,WD,Barb,Wiz. I can do 75 no problem.
