How do you get a rogue to use poisons?

It depends on the CC being used

I've tried using Singular + RogueAssassin - A MutaRaidBT Continuation on Gatherbuddy2 and hasn't applied the poisons.

I use the normal singular that comes with fresh install and it does poisons just fine. You hit Class button and should pop up settings window to pick use trinket, poisons etc.
