How do I Slooooow down my tank?

When using normal tanks, they go tearing out of base at high speed and essentially suicide run into the enemy.

How can I slooooow them down?

I know folks recommend using slow premiums, yada, yada...

I want to go into applicable TL folder and change a variable to sloooow down my tanks.

Any suggestions?
