How can i set to use some skill more often?

before that trinity use to have [combat] to chose how often to use skill and other stuff. but now only thing i can get is a “routine" and which i cant change any setting of it, and it wont fit for all gears. Just need one skill to use whenever off cd. hope someone can help me. the skill is called [Shield Glare] for Crusader
