hot-swap routines?

Is there an existing solution to hot-swap routines?
example: going from Singular+questbot to OtherRoutine+Enyo when my dungeon queue pops?
 
mirabis had it figured out for his stars/leaves routines for when swapping specs. but it was coded inside of his routine, not a plugin
