are you sure wow is running and your fully logged in and in game?

Yes, it's been an intermittent problem. Some times I'll get the error, so I'll close WoW and reopen it. Sometimes that fixes it and sometimes it takes a few more tries.

do your windows updates and make sure your graphic card drivers are up to date.
