Honor Buddy not opening (Sorry ive seen this thread before but cant find it now)

I formatted my PC and after reinstalling wow and honorbuddy, now when i click open it says allow administrator so i click allow, but nothing comes up. This is a log it put on my desktop ive attached the file.

any help would be gratefully appreicated, thankyou.

Vista, it's working now I didn't relise there was more updated after I restarted my pc again, I knew it was a long process it's just it said computer is up to date, then I reinstalled HB and it worked, thanks for your reply anyway
