Help with Logic - Don't Catch most Pokemon

I'm trying to set my logic rules to NOT catch pretty much all pokemon except Magikarp, Gyarados, Dratini, Dragonair and Dragonite. I set "Do Not Catch" as the only rule for the vast majority of Pokemon and click OK. Then it starts to transfer Pokemon when I login that I want to save, even if it's not what I want to catch. What am I doing wrong? This is confusing to me compared to the way it was before the update.

Any help is appreciated, thank you.

Edit: I am open to catching all the Pokemon I don't want, as long as it transfers immediately. I do not know how to set this either.
