Hey Tony,
I was running Windows 10 only with Windows Defender activated.. As stated above a simple restart of my PC fixed the Issue.

Figured out my issue, I was copying my settings folder over to my fresh install to save my custom settings, something in there it does not like. It works now without copying this folder over, but i lost all my settings.. that is annoying lol.
