HB stuck between "turning in" and "completing objective" on the same quest.

HonorBuddy is stuck in Grizzly Hills at level 76. Last night it was saying it has nothing to do in this area, yet there are two quests to complete, at least. I've tried other settings but it just keeps getting stuck between these two actions.
