HB Ret Pally weight set broken?

I'm trying to level a paladin and I selected the ret pally weight set and it chose the gear and only after the first quest did it equip the new item. Now it won't equip the "Mail" that it chooses and still has its beginner cloth gear on.

Is there a weight set that actually works? I just watched it choose leather pants with intellect and stamina over a better sword with strength and stamina....what gives?
