[grindbot] filter by level dont work

i found bug:

<TargetMinLevel>25</TargetMinLevel>
	<TargetMaxLevel>35</TargetMaxLevel>
	<Factions>188 38 16</Factions>
	<Blackspots>

I have mob that has faction witch in my list. But it has level 1, that not suit my filter by level. So it shouldn't attack it but bot still try to attack.
It's not right.
it should check if it suit by level - only than try to attack it (if it in faction list).
