- microsoft visual c++ 2005-2015 x86 redistributable



restart your pc,
install https://www.thebuddyforum.com/BuddyWizard.exe
restart

I uninstalled several versions of microsoft visual x 86 from dates ranging from 2005-2015 and installed the buddywizard to no avail
