Got Banned, Got Reopened, selling gold. now unspoken Gbank withdraw limit?

So i got one of my vanillia accounts banned for gold selling the other day. they reopened it. (i am stunned on why they did, but hey, they did). did another trade today on it. Trade was for 38k for a gamecard. i promoted the vanilla account toon to be able to withdraw 100k. It could only withdraw 30k?!?!? i tried many times to do more. Made a new lvl one and SAME THING(same account that was recently unbanned)! i could not withdraw anymore but yet it had 100k permission. So i ended up using another account and could withdraw the 8k.... wtf
I have been using this guild bank for about 2 million worth of gold trades now....is it possible blizz put a unspoken limit on it so something, i might be crazy but i rechecked my guild permissions 100x. it would always be fine, have made no changes... to permissions.

You guys think blizz is getting smarter or something?

Should i make a new guild to trade just gold onto now?

Im positive, checked it so many times. I made new toons and wouldn't change. Made another account, invited and promoted to same level, withdraws 100k no problem.
That account is flagged.
Im just gonna use it for spamming trade now. but i didn't think blizzard would do that.
