Good locations for farming rarer pokemons?

Anyone know where is good too farm pikachus? or other rare pokemons?

I have the feeling, the higher my lvl is the rarer the pokemons are that i catch, or better: the more rare pokemon i get. It doesnt care where I am, i think its a little bit level-bound.
