Good farm spots?

Hi, i would like to know 1 info, so the thing is that i get only bad IV bulbasaur,squrtle and charmander, is it just me? this is interesting, because i farmed over 300 candys of each and always a bad IV comes out, could it be because of the farming spot or maybe they just can't get a good IV? , 90+ dratini no problem, but those 3 that i farmed are always bad IV's -.-

Well i u want farm dratini farm at pier39 Los Angeles, but i didn't mean there are 90+ dratinis, i was talking about dratinis IV

Thx, was thinking that they can't get good IV's, then i am just gonna wait for eggs
