This seems to be a common problem, and no one can come up with a definitive explanation for it.
First, I have only ever used a single bot, and never jumped locations without an overly conservative amount of time passed.
It's been suggested that it is caused from a soft-ban or an IP ban. It's clearly not a soft-ban because you can still capture pokemon, and collect items from the first pokestop you spin. Softban would not let you do either of these things.
I have been receiving the same results for the past 36 hours. I have not logged in using this computer at this location for over 16 hours, and the results are the same. Any soft-ban would have been lifted after this much time has passed so again, very very unlikely that it's a soft-ban.
So that leaves IP ban.
I have changed my IP multiple times. I've connected my laptop through my phone hotspot, and the results are the same. I've changed my IP address multiple times using multiple VPN services, and the results are the same.
I know immediately that the bot is going to get stuck on a pokestop when I see lured pokemon blink on the screen with unrealistic spawn times (always 50+ mins). As shown in the screenshots below the lured pokemon are only on the screen briefly before disappearing. Naturally spawning pokemon remain on the map normally. Each time the bot tries to capture a naturally spawned pokemon, the lured pokemon will once again briefly blink on screen.
