Getting banned with blizzcon items

Just curious if anyone knows if things like blizzcon items are tied to your d3 or other game account or solely to your battle.net. If a d3 account is banned and a new copy of d3 is bought, will the items transfer because it's the same battle.net, or not.

You cannot attach more than one copy of D3 to each bnet account.

If you get your D3 account banned, you can just enter a new, unbanned CD key to your Battle.net account and your banned D3 account will be replaced with the fresh one.
And your Blizzcon items are tied to your Battle.net account, not your D3 account.
