GB Doesn't Extract Clouds?

I have leveled up engineering on two characters and set GB to extract clouds, but never once have I seen it extract a cloud. Is there a certain way to set this up? I just simply clicked the extract cloud option, and put the zapthrottle extractor on hotkey 2 (bar 3).

Actually there were clouds harvested but I never saw it harvest one while watching it for about 30 minutes, lol
