Friend can't get on forum?

Hey guys I told my friend about HB and he went out and bought it. But for some reason whenever he tries to get to the forum it takes him to a webpage with some error on it in I guess german? It's the usual HB error page. Anyone know why?

could be

a blacklisted ip
cookies aren't being accepted to let him log in
could be his dns server isn't current as this servers
could be blocked at a main node for traffic for safety to networks
does he have firewalls up
does he use a proxy
is his connection some how encrypted?
might have to have his ip white listed pm bossland his ip and he'll look into it
