FPS maxes out at 30 and drops to 15

My setup:
i7 4770k, not overclocked
16gb DDR3 RAM
Geforce GTX 780ti
Samsung 840 Pro SSD

I use Enyo and set hard lock to 45 TPS. My FPS never goes over 27-30. And today in Highmaul it always dropped really much, to like 10 FPS when encounters were engaged.
I've tried fresh HB installs but didn't work. Certainly there is no issue with my hardware. Are there any settings in HB or WoW I need to change to get my FPS high?
WoW graphics settings are set to "High" btw.

That was a log from yesterday, I did update HB today and still FPS is around 15-20.
When I don't use HB (in 64-bit mode) I have roughly 70 fps in raids.

You reckon there is anything else I can change?

Edit: That is, 15-20 FPS when engaged in a raid fight. When standing idle without much movement, FPS is roughly 40.
 
same happens when using Singular as well?

I just tried on the dummys in Warspear, first with Fury Unleashed 2 (30-33 fps) and then with Singular (55-60 fps) BUT I couldn't move my character with Enyo. Tried to allow movement in the singular settings etc, but still didn't work.
You think this low fps issue is with the combat routine or could you find something else that can impair it? Like for instance, HardLock is set to 45 through Enyo, should I change that?
