FPS drop on certain spec

Hello. My problem appears only on rogue (other classes are all fine) in Outlaw or sub spec. When I hit Start fps drops to 20. Assasination works fine. I changeed dx11 to dx9 - that doesn't help, all this was on clean install.

Forgot to mention. It appears only when bot is not "in combat". When it attacks somebody fps increase to normal numbers, but when it leaves combat fps drops again.
