same issue as a few others are finding here. only purchased today and downloaded at 10.30 approx. worked for a while then after logging out.

will get loot from pokestops but not catching many pokemon,

looks like it is a counter measure put in by Niantic. apparently happening in heavy botted locations... not sure 100% but i have moved to another location and no problems at all.
