Fishing in my Garrison...

SO I got caught in the first banwave last year and got the 6 month ban.. after that I did not botted but heard that there were more banwaves. I still have the honorbuddy (lifetime) and I want to level fishing before legion on my new char.

1) Are banwaves very common lately?

2) If I fish in garrison (no player reports), is it considered "safe"?

Its always risky. There have been a few banwaves now and then.
Player reports are most of your worry right now. So Personally Garrison fishing is safer, but nothings ever 100%
