Failed Login Notification and Password Vulnerability?

First my account is flagged for password change and the I got this mail:

Dear meth0d,

Someone has tried to log into your account on Honorbuddy, Demonbuddy, Buddystore, Archebuddy - TheBuddyBots with an incorrect password at least 5 times. This person has been prevented from attempting to login to your account for the next 15 minutes.

The person trying to log into your account had the following IP address:

What is actually going on? Someone is trying to hack my account? Why?

They have no way to determine which password is weak or not, so I assume they decided the strengthen the password requirements and reset everyone's passwords to enforce the new rule.
