Error_03

I was usually using the program. However, after installing the new version (1.0.110), when I start the application, it returns me the following message: "ERROR_03".
I searched if it generates one log file but there isn't.

EDIT (21/08):
Still with the new version (1.0.111), when I download it, extract and try to open it, it returns me a message: "ERROR_03".
I have already put off my Antivirus, redownloaded it and still the problem persist.
In contact with HatchingEgg by Discord he asked me to drag the PokemonFarmer.exe at the program HashMyFiles.
Then it returned the following SHA1: b8ba5ce8ed310b1c363bae931574fadd9e9f67bc

I'm about three days without being able to use the program, please check this and, if possible, freeze my account until this problem is not solved. ~it's not fair to pay for something that I can't use
