I keep getting this

It fixes itself every few minutes and collects the same pokestop then does it again and doesnt catch pokemon. how do i fix this?

Are you getting that after jumping to new location? I get it when I jump from Central Park to the pier. Its only a few miles but if I don't wait long enough that happens to me.

iv only been in 1 location so far. and when i restart it catches a couple pokemon before getting stuck again. but when i turn off pokestops it doesnt catch any pokemon at all. so its not a soft ban.
