This is a rare Windows issue where specific language settings are not set in your OS, and it causes certain things to break.

Try this, which is something mentioned on other forums for different software:

• Go to Control Panel > Regional Settings
• Click Additional Settings under Format.
• Click on Reset Button to reset the Default values for Regional Settings.

For Windows 10, I've attached the exact process. Click on "Reset" for all of the tabs, restart your PC and try again.
