Error with HB

I just built a new PC and installed all drivers with a fresh install of windows 8.1 this is the log im getting, Ive went through and done all preliminaries to make sure I was doing all the basic stuff. I still cannot figure out whats going on can anyone give me some insight.

First of all try this:

BuddyWizard

Otherwise try installing these:

Download: Microsoft .NET Framework 4 (Web Installer) - Microsoft Download Center - Download Details
Download: Microsoft Visual C++ 2010 Redistributable Package (x86) - Microsoft Download Center - Download Details

Remember to reboot your PC afterwards.
