Error When Launching HB

Hello I am getting a HB error when starting HB on my main PC and my Wifes PC. My laptop does not get this error. Both Pc's recieving this error are identical. Here is a SS of the error I am recieveing. any and all help is appreciated.

install net framework 4.0 and c++ redist 2010 like described in the release Thread...
