Error Iniciating HB

I`ve been looking around the forum and did all the things I could found to fix it.
Reinstalled Visual C++, deleted cache.bin, disabled all Buddy store itens, Reinstalled HB and nothing worked.
Can anyone help?

Yes, it says: "Can`t Process Managed Resources!"

Already disabled all, already reinstalled all visual c++ and reinstalled HB
