error after power shutdown

Hey buddies

I just got a power shutdown and I can't get HB to work.
I have tried everything: AV disabled, Fresh install, updated everything etc.

so I need help.
and devs I know you will deny this, but this build is really fragile you 1 single shutdown while the bot is running and you will need to delete the settings from that char.
