ensemble not using mind flay?

the check box is marked, im only lvl 12, it uses SW: P and mind blast.. sits there for MB cooldown then uses it again. no mind flay.. iv tried all the priest CC's and none of them will use mind flay. all of them just use SW: P and mind blast. i have the options unchecked to use spells i dont have so it wont get confused... and still nothing

there is nothing in the log file that says anything about missing spells, no targets, spell is not rdy, or anything. it just sits there in between mindblast cooldowns and its getting aggravating.
