Ok well I tried to create a much needed leveling profile for those who asked for a Howling Fjord entry into northrend... hope it works for ya.
Starts from Vengeance Landing from 68 - 70 then the tricky part - your toon should path all the way around the cliffs to the south and enter the channel where the ally start in Howling Fjord. Once there, you should walk up the cliff path (sometimes takes 1 or 2 tries) when it reaches the top it should use the road all the way north to Camp Winterhoof and kill mobs in that general area.
*NOTE* Do NOT use a mount for this profile! I tested it a few times and if you mount during the cliff climbing part you will most likely fall off the cliff and start at the bottom... or die lol.
