The answer is "no" to picking up quests:

• Some quest givers require you to be facing them to pick up quest
• Some quest givers require you to be dismounted to pick up quest
• Some quest givers require both of the above
• Some quest givers require neither

There is no way to know a priori, what the quest giver requires for interaction. So, Honorbuddy does the conservative thing of dismounting and facing the quest giver for all pickups and turnins.

As far as "out of flightform for herbing", please make a post into the Feedback for Honorbuddy Improvements thread, and attach a full log that demonstrates the problem.
