Druid Aquatic Form problem

Hey guys, I've tried nearly all CC's for druids and this problem still keeps happening. Whenever I do underwater quests and I enter combat it keeps switching from cat form to aquatic form and I mean while I'm in combat it would just keep switching forms and not try to stay in cat form and just kill the target. Would anyone here know how to fix it?
