is there any Fly Dragon out there that can be bought? Without having reputation or Luck?

You mean Dragonhawks? Mounts - Spells - World of Warcraft
or simply flying dragon-mounts?

If you mean any kind of dragon, easiest to get would be Culling of Stratholme timed run, there is 100% Bronze Drake drop http://www.wowhead.com/spell=59569
