Download link is very slow

Trying to download DB from the links provided on this website...it is very slow - usually I click it and it downloads instantly...does anyone know what the issue may be?

Edit1:
downloaded the .497 and even trying to right click the application to run as admin, it is insanely slow. No idea whats going.
