Dosnt cast consencration properly

tried installing diff. plugins and routines (singular and tuanhapaladin), but that didnt help, bot seems to try to cast it but it never activates.
U know when its pushed the area turn to a green circle, that it does, but thats it.

a little help to solve this would b great
