The acts I can understand, but is there a chance the map running will be functional quickly after 3.0 release?
There's always downtime around any major expansion. GGG releases many hot fixes after the initial version, and each client change requires a new bot build.
However, things are looking good for basic functionality for 3.0.0 so far, but there's still 3 more acts of content to be added (Act 8 is coming really soon in the next Beta iteration) so the game won't be fully supported at release since it's still changing.
As for the last question, the downtime is related to API updates. Basically if the API isn't updated, you can't use EB at all. If the API was fully updated and EB just lacked support for a lot of new content, we'd still have a Beta release.
