Does Anyone Know When 5.2 Will be Launched?

No. They usually announce it 2 weeks before the end of arena season. That didn't happen yet so I guess still 3+ weeks until release.

Work just like it works now - all it will need is a update. Like the other patches before it (Not expansions) all it will need is a update when EU gets the patch. within 24 hours of US getting the patch HB will be back up

Like Swizzie said, only major content patches tend to keep HB down for a while.
