Noticed this happening earlier and manually bypassed it, but this time I'll post a log.
Character is located in the Hall of Command, he has to ride a undead thing down to the ground to turn in the quest "The will of the lich king".
He doesn't path to the flight path or take it at all, just hangs endlessly.
Example:
