Dissable movement and targetting from CC

Is it possible to make a plugin to disable all CC movement and targetting?
I know Autofight disables movement and actions from the profile - but once the CC kicks in it doest intervene.
Can a plugin be coded to disable everything but the rotation or would every CC have to be re-written/edited to make this happen?
