anything that's being sold as 2nd is always at least discounted 10% within the first few weeks of purchasing it brand new. i always prefer to get 2nd hand systems as i'm always upgrading, which helps to reduce the upgrading costs over time.
So I presume that your local 2nd-hand/used PC Market is suffering from the "Lemon Markets syndrome", where people are overpricing faulty parts and underpricing the higher end working ones, such that the legitimate sellers would rather scrap their PC than sell it and what you are left with are the shady, seedy sellers.
Don't think that one will have the time and money to travel 30 miles out to scout out on a possible deal.
