Descent IV's

I would say betewn a 100 IV and 90IV is a 2.6% diffrence. so anything over 90 would be good i top tier.
So a Pokemon with 90IV (lets say ) it has 2000CP , the same pokemon with 90IV will have a total of 2052CP.
I would classify it as this :
Top tier : >80IV
Average: 80-40IV
Low: 0-39IV

Probably come out at 1.2k? I'd just keep farming and evolve later, you can easily evolve a 2.2-2.3 gyarados at level 28+
I will tell you this.
I am level 30 . And i have 2 evolved magikarps witch resulted in this :
(Note that i have used stardust to fully power them up both)
Garydos_89IV = 2334 CP
Garydos_69IV = 2283 CP
So there is a 20IV diffrence which resulted in a 51 CP diffrence.
I think you rather want to find a ballance with the CP/IV.
Its not worth powering up a 100IV magikarp with 10 CP IMO.
As a note: i would use priority CP over IV while under level 40.
Once you get to endgame , you can start and powering up perfect IV's. But untill then , you will just lose your stardust pointlessly.
Imagine at level 40 using maybe 1mil stardust ( just a random number... i have no idea how much it would take ) to power up a 100IV from 10CP to max....
Probably best to keep Highest CP till then. And when u hit 40... you can start replacing them.

Actually, I would believe its worth it because farming magikarp (or anything really) is super easy with Pokefarmer, and with some patience it wouldn't be too long till its fully upgraded. imo (i do, understand your logic too)
The main argument here is this 
just an example)
At level 20 you can get max CP of lets say ... 100pidgey
At level 30 you can get max cp of 200pidgey
At level 40 you can get max cp of 300pidgey
The chance for you at level 40 to get a 100IV with decent CP is much higher then geting it at lower leves , which would allow you to save some stardusts...
But then again. I understand your logic too... its not to hard to get stardusts botting
